What is a writ of mandamus?

Mandamus, or परमादेश, is an order directing a public authority or body to perform a legal duty that it is required to perform but has unlawfully failed or refused to perform.

It is generally not used to force an authority to exercise a genuinely discretionary power in a predetermined way.
