Must I appeal to the administrative authority first?

Often an available statutory appeal or review should be used before extraordinary writ jurisdiction is invoked.

However, exhaustion is not an absolute rule in every case. Immediate constitutional intervention can be justified where the alternative remedy is ineffective, the authority clearly lacks jurisdiction, fundamental rights face serious infringement or other exceptional circumstances exist.
