Can anyone file a PIL about anything affecting the public?

Writ & Administrative Law

No. A genuine public or community concern and a justiciable constitutional or legal question must exist.

The Supreme Court has emphasized that PIL should not be used merely to pursue intellectual interest, publicity, political disagreement or issues lacking a judicially manageable legal question.
