Do children born outside a legally valid marriage have rights against their parents?

Yes. Section 118 states that even where the child's father and mother could not legally be husband and wife, the child's legal rights against the parents and the parents' duties toward the child remain.

The Civil Code also protects the legal rights of children born from certain invalid or annulled marriages.
