Can a criminal complaint simply be withdrawn by the complainant?

Not always. Once a government criminal matter enters the prosecution process, the complainant does not necessarily control whether the case continues.

The Criminal Procedure Code contains separate rules for withdrawal of government cases and for compromise in legally eligible categories. Serious government cases should not be described as privately withdrawable merely because the complainant changes their mind.
