A person seeking membership applies to the cooperative's management committee. Under section 31, the committee must decide whether to grant membership within 35 days of receiving the application, subject to the Act, Rules and cooperative bylaws.
A refusal should be assessed against those legal and bylaw requirements rather than personal preference alone.
